The planning application for a new secondary school in Oxford is now live

We have now submitted a planning application

Following months of detailed design work to respond to feedback from the local community, planning officers at Oxford City Council, highways officers at Oxfordshire County Council, Old Marston Parish Council and the Oxford Design Review Panel, Galliford Try has now submitted the planning application for the redevelopment of Marston's Harlow Centre site.

We have refined the masterplan for the site to address these issues before the planning application was submitted.


We are planning to welcome students in September 2019

If planning permission is granted, this will enable the delivery of The Swan School – a new secondary school for Oxford to address a recognised significant shortage of school places in the city. A positive planning outcome would enable us to open in temporary accommodation from September 2019 and for the new school buildings to be ready from September 2020.

The plans will also deliver a brand-new bespoke building for Meadowbrook College, and new outdoor play and learning facilities for St Nicholas' Primary School.


We have listened and responded to the community

We held drop-in events for the local community in Autumn 2017. The feedback from this public consultation found overwhelming support for the redevelopment of the Harlow Centre site to provide an urgently needed new secondary school for Oxford. However, the feedback did also identify a number of key issues, which the revised masterplan has sought to address.

What the local community told us

Our public consultation on proposals for the Harlow Centre site found that there is overwhelming support for the new school from the Marston community, with many telling us that they have children in need of a secondary school place in the near future.
